dtnorris has a newer deck inspired by this one: Lords of the Council v2
Pippin is "technically" one of the starting heroes for this deck so the threat is actually 33. He's captured by the Uruk-Hai though, and you get Aragorn as your saga hero.
Gaining Strength, Legacy of Numenor, and Gimili, and Beorn are the most awkward as you'll need to use either Gandalf or Vilya to play them.
As always getting out a quick wizard pipe is very important, and if you can get a second one out on Radagast you'll make good use of it.
