A deck I've put together just to run that combination of heroes based around the Lords of the Mark Theoden and his immediate family with Eomer and Eowyn.

Exactly how well it might do we shall see. Questing should be pretty good Eowyn is solid enough at that by the time i can hopefully add an attachment or two as well she'll be a real powerhouse especially with some Rohan allies as well.

Theoden can help smooth their entry by being able to discount their cost somewhat which should help cover the costs of the tactics allies and such especially as otherwise resources aren't easy to come by for this deck. Otherwise unexpected courage would go on him allowing him to quest and attack.

Eomer would likely be better with more players than solo but he's a solid attacker. A few attachments will help boost him even more. Several allies have been included to work on the discarding aspect as well to boost him further if needed when the situation arises.

I've included a few named allies for good measure in Eomund, Hama, Elfhelm, Deorwine ect to add to the thematic nature, Gandalf as ever because he's never not useful. Spirit also comes with shadow cancellation, treachery offsets, and threat reduction for good measure.

The main issues might well be defence first of all. As their isn't a standout option here for a solid defender at least without needing several cards. This leads to the second issue which may be healing. I have none and this might be crucial especially with a lack of a solid defender in a combat heavy quest.

But we'll see how it progresses.

Or in my case "always go full Rohan" and often regret it. But what can I say? I'm a sucker for Rohan.

I like the idea of beefy allies with Wild Stallion. I think it would also warrant another copy of Charge of the Rohirrim. Maybe add another Ancient Mathom to increase drawing and to justify the extra copy.
