give lothiriel the eagle-trait, then she can bring one every round with her ability into play. this wa you can optimal use decsendans of thorondor or quest with the emissary without paying. for each eagle you use with her you can decide, to huffle back or put it on a Eagles of the Misty Mountains.
gwaihirs debt is usuable from the start for an eagle or gandalf.
mulligan for the staff or word of command.
consider more courages or mituvor (would perhaps discard the winged guardian for it)
you could theoreticall give lothiriel the istari-trait. then she can put gandalf into play for no cost. is potent, if you draw enough gandalfs, else eagle is better.
