Gondor's the Best. Boromir's even better!

Getting strong willpower quick is a bit tough. Mulligan for either Steward, D of Rammas, cheap will (Envoy, Mablung, etc.), or card draw (traps) depending on the quest.

Visionary Leadership can help you with the willpower issues, besides you need more draw cards. The MoF, is not that good for a deck centered in allies.

@Libro Rojo Unfortunately, Visionary Leadership isn't in my physical card pool, but if it was it would be an auto include. Master of the Forge is helpful for getting out the traps which is this decks main source of draw, but I can probably cut 1, maybe 2 of them.
