Mulligan for Steward of Gondor or Heed the Dream (to search it). After you have the Steward, next priorities to search are in order Anborn, for trap recursion, Faramir/Visionary Leadership, Ancestral Armor and Armored Destrier.
Save the Leather Boots for Anborn and Faramir, to use their actions twice in the turns you reveal a location. If you are receiving a lot of damage, you can also put them in Warden of Healing or Ioreth.
