The idea for this deck is to use Dain to discard cards early on. You should be looking for Imrahil or Sword-Thain or both in your starting hand. Once you have either Imrahil, Sword-Thain or both out and enough allies in your discard (hopefully sometime around 2-4), then trigger Caldara, giving you 3-4 allies and leaving you with 3-4 heroes.
As it is a mining deck, there are a good amount of cards in here to simply bring back cards from your discard. You shouldn't have to worry about threat at all between Smoke Rings and the Galadhrim's Greeting and being able to bring those back with Dwarven Tomb and Map of Earnil. Hobbit Pipe will also be your main card draw, rather unreliable but has the potential to become powerful if all three pipes are out.
As a side note, Magic Ring and Frodo can both be used to trigger Sam Gamgee's ability. Additionally, Dwarf Pipe is present so that your deck doesn't run out so quickly.
