The idea here is 1) Action Economy with Frodo being able to quest and take undefended hits at the cost of threat and Idraen readying with location control. 2) Grima speeds up the resources 3) Lots of threat reduction.
Still needs some refinement, but seems to do well with solo when locations come out early.
