Concept
I was in the discord general channel and was discussing heroes with some newer players...and I revealed that I hadn't played a Core Set hero outside of [Beravor](/card/01012) in a very long time, so I wanted to build a deck with Core Set heroes...but with a full card pool at my disposal. After a few drafts and discussion in the discord deckbuilding channel, this is what I came up with.
Deckbuilding
Each hero has one of the main bases of the game covered in terms of stats, ideally. [Denethor](/card/01010)is a decent defender, especially with a [Gondorian Shield](/card/06005); [Éowyn](/card/01007) remains the best quester in the game in terms of just raw ability; and [Legolas](/card/01005) is super efficient with a [Rivendell Blade](/card/04031) and doubly potent with [Strength and Courage](/card/22033).
One of the major weaknesses of the deck is resource acceleration, which is why the entire deck is built with cards that cost 1 or 2 resources, so you can conceivably play at least one card per turn that will actively help your board (cheap allies or helpful attachments) or prevent something bad from happening (cancel). You might not care for the 1-cost Dúnedain allies ([Misty Mountain Journeyman](/card/22144) and [Northern Bowmaster](/card/22086)), but I like them quite a bit in a variety of scenarios, especially with a deck like this that cannot afford many other, more expensive options.
You might notice that the sideboard contains a couple damage cancellation cards, and I've toyed with them in and out of the deck a ton. Finding what to cut is the hardest part, but you might find these cards necessary.
Gameplay
Your ideal mulligan condition is Gondorian Shield. Getting Denethor some protection as fast as possible is absolutely crucial. Seeing an [Elven-light](/card/10145), [Ancient Mathom](/card/02056), or [Daeron's Runes](/card/04108) can also get you jumpstarted early. [Henamarth Riversong](/card/01060) and Denethor allow some scrying, which can be useful depending on how well set up you are. [Envoy of Pelargir](/card/05018) is the ultimate chump for this build, and the rest is just prioritizing cheap board presence to generate so Legolas can wreck face.
