This is a deck idea I've worked on over the last few years. With the introduction of the Last Alliance Contract, it finally reached its ultimate form. This deck can handle questing & combat basically right from the start and there are numerous ways to trigger the contract, making it quite fun to pilot.
Early Game: I always like to find Steward of Gondor in the first couple of turns. I either put it on Eomer or Imrahil. Whichever hero I choose, it works well, Eomer helps him pay for his ability and the expensive leadership cards. Imrahil, helps him always have resources for his ability. If you need questions right away Visionary Leadership or Faramir are key. (Or both!)
Mid Game: Getting Firefoot & Guthwine on Eomer helps him kill and recycle your allies that may be chumping with Imrahil's ability or discarded for their effects.
Late Game: This is when you want to see Captains of the West to really clinch a questing victory.
