Prioritize Gondorian Shield for Beregond and Citadel Plate for Gimli. Legolas is great for Ranged and card draw. Without Leadership and Lore, this deck has issues with card draw and healing, but with the extreme defense of the Beregond and the Defenders of Rammas, you don't need healing, Feint, or Quick Strike. Each ally is chosen for its one strong stat except Envoy of Pelargir that is very cheap and smooths out resources amongst the heroes.
If campaigning, you can drop Gimli and use two heroes if you need a very low threat, then prioritize the dwarven allies for building attack. Removing Gimli allows you to remove 7 Dwarf attachment/event cards and 2 Grappling Hooks just for him to be replaced with cards like Strider, Resourceful, and Elrond's Counsel to be used by Arwen.
