How would Aragorn and Arwen do working together in the field? This deck takes a little setup, but the low starting threat should give you some time to get things into play.
Steward, Horse Breeder and Elven Lights are all good cards to see in opening hand. Of the Horse Breeder can fetch Rohyrn, Aragorn gains the Tactics icon and can start messing around with fire. If he triggers the Fire during the encounter phase, he can nuke 1 enemy per turn provided the Arwen can keep his resource pool flush.
The deck is attachment-heavy, so Grandma Galadriel should do good work pulling those spendy ones for her grandson-in-law. She could even give him Gondorian Fire before you had the resource match!
Sneaky Gandalf is there to keep cards in hand and keep threat low.
Glorfindel can help out later in the game with his attack and he's happy to be cast aside by Arwen and wait in the discard pile until she has enough cash to hire him.
Glorfindel could be added as a hero to make the deck more conventional.
