THE PLAN: Recycle Skyward Volley with Hama

THE HEROES: Hama is self-explanatory. We need a ranged hero (although an ally would work, but adds more set-up steps), and old Legolas paired with new Gimli opens up some interesting combinations.

SET-UP: Longbeard Sentry can activate each phase for sizable amounts of milling. This can find a variety of Tactics events for Hama to recycle. Skyward Volley is the game plan, but Feint, Hands Upon the Bow, and Quick Strike all play an integral role. Hail of Stones and Pursuing the Enemy are fun, but could likely be cut. Pursuing the Enemy has some shenanigans potential.

WHY LEADERSHIP? Hama and Thicket of Spears have a history of strong results by engaging everything and preventing attacks, but this build offers some more proactive tools. With Legolas and Gimli, Unlikely Friendship and We Are Not Idle basically brings us down to a 44 card deck, with the extra upside of Unlikely Friendship's ramp. Sneak Attack can pair with Gandalf for the usual tricks, Greenwood Archer for ranged and readying, or Galadhon Archer for some extra pinging, especially if you follow it up with Pursuing the Enemy on that archer for more direct damage. The deck runs the usual Steward, which goes on a Tactics hero, but Errand-rider can share the wealth.

Additionally, Gimli opens up extra options for Legolas. With Hands Upon the Bow or Quick Strike, Legolas can attack before blocks, then Gimli can block and ready him for more attacks, further benefiting from Legolas' response ability.

The deck has a few tenuous synergies. The most notable is that there isn't a critical mass of Silvan allies for Feigned Voices or Pursuing the Enemy. Also, without a Sneak Attack + Gandalf in the first place, it doesn't have a huge amount of draw potential to find that Gandalf. Luckily, you need to pitch cards to Hama anyway, so halves of synergies or duplicate unique cards are fine as fuel.

OTHER OPTIONS: The core of the deck would function as a Mono Tactics build with Thicket of Spears. Another option would be more attachments for Legolas. Since Rivendell Blade doesn't increase attack, he can't kill four health enemies with Quick Strike.

Foe-Hammer is an obvious additional inclusion, but I've had difficulty obtaining the Hobbit expansions.

In case it wasn't clear by the complete lack of Willpower, this is not designed to be a solo deck.
