Wanted to try to create a secrecy deck without using the obvious Hobbit secrecy theme (also, I haven't opened my Black Riders box yet).
Mulligan for threat reduction (to stay in secrecy), and secrecy cards (to take advantage of the limited time you have in secrecy).
Also, try to draw Light of Valinor for Glorfindel early. Until you have that, to keep your threat low, you should not quest with him, and should instead use him as an emergency defender (in conjunction with Arwen).
When it works, you are able to get a surprising number of high cost allies out on the field and have freedom of choice to engage most enemies at your leisure.
The biggest problem seems to be topdecking; Gandalf should mostly be used to lower your threat, but he is also there as a badly needed option to draw cards. Also, it goes without saying that there are some quests that do not lend themselves to secrecy. That said, I have been impressed so far.
Note: Most of the cards in the sideboard are alternate ones that I considered but ultimately did not include.
Actual sideboard that I tested games with: Out of sight, sneak attack.
Both of those cards worked well in multiple games, but ultimately, I decided to put We Are Not Idle in the final version of the deck as a way to draw secrecy / threat reduction cards faster.
