Slight drawback of not being able to use neutral core gandalf ally.
Use Theodred to give resources to Thalin or Gandalf
attach steward of gondor to thalin to pay for all the attachments he'll be paying for. The second steward can be attached to gandalf so he has resources to pay for top decking Lore and Spirit cards.
Gandalfs staff can also give resources
play galadriel to put attachments into play for free and use her to quest
control board with attack and defense buffs
