This deck is very powerful. I haven't even come close to losing with it yet through 4 quests including the first three quests of Fellowship.
Mulligan for Steward of Gondor and Guardian of Esgaroth. Buff Guardian with cheap attachments and he can get up to a 6/5/5/7 (with wild stallion, valiant determination and squires helm) Try to get Wild Stallion and one other and he'll be at least 4/4/4/4. He's a non unique so you can have multiple of him in play.
Brand is insane in this with dale allies + attachments. You gain willpower on each and consistent card draw to cycle through your deck to flood the board with more allies and more attachments which means more card draw. If you get King of Dale onto him you can consistently get free, or close to it, Dale allies.
Use Galadriel to draw in the early game until you get Nenya and Unexpected hero which allows her to use her ability and Nenya's in the same turn.
Bard lets you recycle attachments if you lose allies and lets you play tactics and lore attachments.
Traffic from dale is great for resources on whoever you don't put Steward onto.
Elronds council + Galadriel's ability easily controls threat.
