Radagast and the Eagles are here! Radagast is the key to this deck, as he can quest without exhausting, but Hirgon is a close second! Between Radagast's Staff and Hirgon's ability, Eagles are much cheaper to play.
Na'asiyah can't pay for them, but she can pay for Support of the Eagles and all the Neutral cards. Plus she's a good early attacker or defender while you get your Eagles out.
Resource generation can really restrict this deck, so try to get the Staff or the Necklace of Girion early.
Favor of the Valar and Gandalf ate there for some needed Threat reduction.
