The basic combo is Merry with Elf-friend and Rivendell Bow to become ranged and spread his ability around the table. Intended for 3 and 4 player games. Merry can get 2 weapons, or a weapon and a Rohan Warhorse. Sub the bows in for the daggers if you're committed to dual wielding bows.
Mulligan for at least one piece of the combo. Draw into it by putting pipes on the table and using them early, even if it's an inefficient use. Use Trollshaw Scout fueled by Elven-light for more ranged support and draw. Ideally you're getting Merry set up on turn 3 or before. It is possible but not guaranteed, there is some dependence on cards falling the right way.
Sub Fatty in for Frodo if you see fit, or in a saga game with Fellowship Frodo present. Fatty has better questing potential. Pippin can protect you from engagement: this deck should avoid engaging enemies.
Then, build up willpower to provide fairly solid quest support.
