I had an epic play with this today. On stage four, I had just killed the Witch-King and was ready to blitz through and win. There was one card left in the encounter deck during staging, which turned out to be a Ranger of Ithilien! Of course it surges, so I had to reshuffle the encounter deck and reveal another card: the Witch-King. Oh joy. It caused me to quest unsuccessfully, but I re-killed the Black Captain and quested to victory the following turn! It felt great.
