I've made this deck for the Heirs of Numenor cycle, solo. I've changed the narrative a little - Alcaron has a meeting with Denethor himself, who is under disguise. Faramir is not in the deck, of course because he is in Ithilien.
Mulligan for Steward of Gondor, of course... With Envoy of Pelargir, Errand-rider and Pelargir Ship Captain, you shouldn't have trouble displacing resources from Beravor to the Gondorian guys.
Visionary Leadership should be added (removing Squire of the Citadel) when the quest is not Battle or Siege.
