This is a work in progress. It works about half the time, but needs work.
Eomer loves it when people die, so making him into a killing machine and bringing in cheap cannon fodder with Theoden keeps him pumped.
It generates a little too much tactics and doesn’t do enough with them. The Lorien and Northern Guides are to help get through locations, but should probably be replaced with more cheap Horse Dudes.
