The only thing that could make the Harad allies better would be some Noldor magic! Firyal, Jubayr, and Yazan are all incredible and the Refugees and Tribesmen have powerful abilities in addition to being decent questers once Kahliel dons his Headdress.
The main fun is that Narya and Kahliel's ability are extremely flexible methods to ready these Harad allies. Once you get a Silver Harp or two out, Kahliel's readying ability has no cost. Cirdan will be the target of Light of Valinor so that he can quest and still exhaust for Narya.
Do not overlook the unrestricted nature of Southron Refugee's discount ability. For example in planning you can exhaust 2 Refugees, use Narya to ready them both, exhaust them both again, use Kahliel's ability to ready one of them, exhaust it a 3rd time, and then play a Yazan, Jubayr, or Firyal for -5 cost (free!).
Similarly, if you need to defend a big unexpected attack with Jubayr, you can exhaust a Tribesman or two a few times to boost his defense to huge numbers.
Stand and Fight is included so that Arwen and Cirdan have a way to put Yazan and/or Firyal into play. It's also faster than the Headdress to fish out one of our key allies if we accidentally discard them.
I also threw in Sneak Attack Gandalf. It is still fantastic after all these years, and it's good fun using Narya on Ally Gandalf.
There are Steeds of Imladris since you might have a few duplicate cards, or Elven-lights that would be good to discard for a purpose. Ally Glorfindel can do this as well.
I'm not 100% sold on Haradrim Spears, but I feel like this deck could use more attack power and they are are pretty OK on Yazan. Many quests have a single really nasty boss character, which I feel like sacrificing spears is perfect for.
Note: I built this deck originally paired with another that was already using Steward of Gondor, but it would be a great inclusion here as well. Might be a better fit on Cirdan than Kahliel though once he has Narya attached.
