This was a mono-tactics deck I built to use the eagle cards. Eowyn allows it to not be completely dead in terms of questing power before you start getting eagles out. Proud hunters is a key card that ideally can get you the jump on the early economy so you can start generating value with your allies.
Muligan hard for proud hunters. The Eagles are coming is another good card which can draw you multiple cards on a good day.
Once you get your allies out, you should have both the questing power to push on and the combat power to crush most scenarios. You don't have much in the way of card draw.
