When I last did a twins fellowship, I originally had them in separate decks (as this does), but found it worked better when I put them in the same deck for combat purposes -- a repeatable defender and a repeatable attacker that can't work against the same enemies is problematic. I did have a sentinel hero and ranged tactics allies to cover combat against the combat deck -- but you've got the same thing in Aragorn, Galadhon Archer and Marksman of Lórien. How does your fellowship work when Elven Mail doesn't show up?
I’ve actually had a good deal of success with it even if Elven Mail doesn’t show up, but because of Heed the Dream, that won’t happen very often (its pretty easy to take advantage of its secondary ability because I get a Stewardvif Gondor on Elohir and it generates a stupid number of resources). I’ve actually liked having the twins in separate decks simply because it gives a boost to each side of the playing field.
