Use Wizard Pipe to force Gandalf to the top card of the deck and drop him into the field using Vilya. Rinse and repeat!. Maybe should add some Resourceful since some of the eagle cards can get expensive.
You can use Gwaihir to get your sacrificed Eagle Emissary, Vassal of the Windlord, and Winged Guardian back into play and subsequently into your hand.
