Yes, this deck can definitely be improved with the current card pool. Éomer is our dedicated attacker, so I'm not sure that he would be replaced by Tactics Eowyn. In any case, it makes sense to include Gamling to bring back our allies and Háma to serve as our dedicated defender.

I am still working on a Rohan deck which makes good use of [Éowyn] (/card/145002), but the challenge is getting the sphere mix right. Rohan has so many good Spirit allies, that I would have trouble fielding enough characters if I include two Tactics heroes. On the other hand, she is not a good dedicated attacker, since you want to always be questing with her and her attack boost can only be used once per game. I suspect the answer will be using Théoden as the dedicate attacker, thanks to Herugrim. I still haven't settled on a version of this deck that I like.

The combo between Gamling and Eomund if for me the hearth of the rohan strategy. I also think that nivacrin is the best mount ever for this deck (in fact it is the only one I play).
