I'm a bit ashamed to admit that it never occurred to me just how good Celeborn and Galadriel work together. In fact, I often tend to forget about Galadriel's second ability (I think I'm mesmerized by the artwork). But it is a fantastic way to make the most of Celeborn's "enter the battlefield boost" as your allies will not exhaust to quest! So go out there and get the silvan spam/bouncing going!
Strategy: Let's not kid ourselves, this is by no means a new idea, it is just super fun to play. By returning your silvan allies to your hand and playing them cheaply with O Lorien, you get stat boosts, enter play effects and the nice effects of the events, triggering when you return silvans to your hand. Once you get a Galadhrim Weaver you can play events to return allies to your hand, and then play the Galadhrim Weaver to shuffle the event back into your deck. Then, you use Galadriel's MIrror (with Silver Harp to keep your event from being discarded!) or Galadhrim Minstrel to search for the event again. Next time you take the Weaver back to hand, play it again, shuffle your event back into the deck, and I guess you can see where this is going. Short of nasty encounter effects, you will end up with an army on the table, and you will get to take advantage of Celeborn's buff every turn.
Opening Hand: O Lorien is key! You really want to see that as soon as possible, to help with resource acceleration. A copy of Tree people is good, as is Galadhrim MInstrel, or a Handmaiden to help with an initial quest boost (freeing Bereavor for Card draw). Bereavor is also a good target for Naith guide.
Card draw: Beravor and Galadriel helps you with a ton of card draw until you have the pieces you need, and they can make you a very popular person in a multiplayer game, if you are willing to share the love a bit. You can also use the mirror to dig out specific allies. If you find too many of your events or key allies in the discard pile, you can dig for your copy of Will of the West.
Questing: Galadriel's ability combined with Celeborn's means that allies quest for a lot and do not exhaust to do so. Once you find Nenya, Galadriel can be used to boost willpower even further, if you don't need the card draw. Henamarth can help you prepare for what's to come.
Combat: Celeborn will get 3 defense once he has the cloak of Lorien. For tougher enemies, Feigned Voices play into the strategy of the deck, and is very useful against tougher enemies, so your elves can stomp all over them. You also have several option to ready Celeborn (Tree people into a Greenwood archer), or keeping him from getting exhausted during questing (with Naith guide). Haldir, Orophin and Greenwood archer will help you deal damage. The deck is a bit weak on dealing damage, so it is well paired with a tactics deck or a direct damage deck.
Threat: Galadriel will keep your threat low-ish for the first couple of turns, until you have Nenya. Then, Island amid perils and Handmaiden can drop it further.
Healing: The ridicolously powerful Silvan tracker will heal archery damage or small injuries of Celeborn, and Galadhrim Healer can give an additional healing push.
Besides being quite thematic Protector of Lórien could help you with getting some value out of the unique duplicates. You might consider to add The ElvenKing (http://hallofbeorn.com/LotR/Details/The-Elvenking-FitN) when it will be out
