kattattack22 has a newer deck inspired by this one: Mono Tactics for Heirs of Numenor v2
This deck did great in battle questing for Peril in Pelargir. Lots of ready defenders with Beregond, Winged Guardians, and Defenders of Rammas in the deck. It struggled a bit with regular questing as might be expected with mono Tactics but it eventually got there. There isn't much threat reduction with only Secret Vigil in the deck and usually enemies didn't stick around long enough to have it get attached. Core set Gandalf might help with some of these issues.
