After further testing, I learned the value of cutting the deck down to an even 50 cards to maximize my chances of getting Steward in my opening hand. In addition, I found that Open the Armory was generally superior to Foe-hammer because it is more important to fetch a specific card (generally War Axe or Gondorian Shield) than to draw three random cards.
In addition, in a multiplayer environment, I found that the twins do not build up as many resources as they do in solo play, so I switched Favor of the Valar out for Elrond's Counsel (both will be necessary in quests that aggressively punish your threat).
