Here's a deck inspired by the three hobbits protecting the ring bearer. A classic hobbit deck that starts in secrecy and wants you to get all the tools ready for Gandalf. Mulligan for Resourceful, two if you can spare it, as you will get the money flowing at that point. Otherwise, supe up your hobbit heroes, try to get Halbarad in when your threat starts to tick upwards. In quests that require a bit more punch in willpower, you might consider tossing in The One Ring with Power of Command. you've got plenty of unique characters to help in that case.
Haven't play tested it yet, but I would bet this would be a fun deck to bring to a fellowship!
