A variant of Chad's deck that I altered to be a bit more consistent in terms of the big allies it delivers, and to bring more willpower via the Handmaidens, which also trigger the hobbit pipes. I've also experimented with swapping Sam for Gildor Inglorion and 3x Elrond's Counsels, who can provide consistent card draw, but fewer turns in secrecy. Further, the deck can run pretty hot on the threat front because of Gandalf and, to a lesser extent, Frodo, so the extra margin that hero Sam's lower threat cost and the extra point of reduction provided by The Shirefolk make me lean toward the all-hobbit lineup.
Ideally, get your secrecy tools out early (the Travelers also play well with A Very Good Tale), before dropping Gandalf + his attachments on a Wild Stallion and smashing the quest. As with any deck without access to lore, quests that feature large amounts of archery are an issue, as are quest that require early attack power; Frodo can cover defense fairly well, particularly with Rosie and Arwen, but until some combination of Treebeard, Gandalf, and Glorfindel come online, actually killing enemies can be a little tough.
