Trying to make an Outlands Swarm deck specifically for Morgul Vale, as I'm stuck on that quest.

I tried to start with my threat low to give me time to build up my board and dig for a Forest Snare for Murzag.

Burning Brand and Self Preservation is there for Hirluin to become a beefy defender. Sneak Attack Gandalf is there for multiple uses, and Resourceful is there to pump up Hirluin's resources and play into Bilbo's extra card draw.

If you don't mind the lack of theme, you may as well use Steward of Gondor on Hirluin the Fair. If you resort to Outlands, Steward is not that much worse.

@NERD that is probably the way to go. Cut Resourceful to make room for it?

It took a few restarts but this deck won! Only change is I cut 2x Resourceful for 2x Steward of Gondor.

Wow, congrats! How did you deal with the Nazgul at the end? Did you just tank attacks for 5 turns? I usually pack lots of direct damage effects to speed up the process.

@ShiraHata yep! By that point, I had so many resources, so I let a couple Masters of Lore and Gandalfs chump block for me.
