@Hipopopotamus: You can exhaust 0 Dwarf characters to put 0 resources on a hero's resource pool and draw a card.

Yeah, I didn't connect this deck up with the other decks in its fellowship on this site, but I put this deck together to play with a foursome for the Siege of Annuminas. Everyone with tactics included Black Arrow so that Haldir could take down some of the bigger enemies before they could swing.
