I would suggest mulligan your starting hand for Thorongil if it’s not already in your hand, so that Éomer can play the cards. The Spears are meant for the allies that attack, not Éomer or Théoden. Horn of the Mark is intended to be attached to Éomer, since he doesn’t have quite as many restricted attachments as Théoden or Thengel. Celebrían’s Stone can go on either Théoden or Thengel, it just depends. Will of the West comes in handy when your deck is low because of both Thengel and the ally discarding. I was tempted to put in Mustering the Rohirrim in place of Ride to Ruin, but I chose Ride to Ruin instead because it would help mitigate the locations. It would also contribute because this deck is a little more focused on the combat instead of questing.
