hackmodford 48
hackmodford has a newer deck inspired by this one: Lookout
I wanted to build a deck with Haldir where the goal is to kill stuff in the staging area before it can engage me. So far this deck has worked surprisingly well.
The sideboard are just cards I've been messing with. I'm not sure the Minstrel is really necessary.
Denethor seems like the odd hero in this deck. I use him for defense, but rarely use his ability. I'm only using the cards I actually own, but if there would be a better choice for a defender let me know.

Frodo might be a good choice. He'd help with early game questing, provide slightly lower starting threat and, reinforce the hobbit theme. You'd want to sub in Song of Wisdom for Song of Travel and some form of threat reduction for Well Warned (which would no longer work). Denethor is still probably a better choice. Also, unless you're playing multiplayer, well-warned wouldn't work well because you don't want to be engaging enemies.
