This deck was used to complete the Tower of Cirith Ungol in campaign mode. Sam had the Tireless Ranger boon, making him a very solid defender as soon as Rosie and Hobbit cloak hits the table.
The deck is a classic Elrond ally deck, and hence Vilya should be acquired as soon as possible. Together with a Stargazer, high-cost allies should hit the table very frequently. To find Vilya, use Galadriel's Mirror. As soon as Elrond has given two allies, find a very good tale and pop it for more allies. Keep threat low by using Galadriel's ability, Elrond's Counsel, Galadhrim's Greeting and Gandalf. This should allow you to use Sam's ability whenever you choose to engage enemies in the staging area. A fast hitch and/or unexpected courage is both very handy for Sam, as they can counter Such a Heavy Burden, or keep readying him to defend. With Sting and the high attack allies, the orcs will be swiftly dealt with. Power of Orthanc is very effective to counter burdens from the Road Darkens - the Doomed keyword doesn't really matter as Threat can be kept so low. As for questing power, the combination of Galadriel and Faramir means that willpower will easily be 20 every round.
This deck completed the quest in third or fourth attempt and once my ally swarm was stable, there wasn't really any doubt I was going to win...
