Yes, it's an Outlands deck, but that's not the main idea here. We include the Outlands allies to get Forlong's ability active.

If you've played with Forlong before, you may have realized that you only made use of his ability once or twice a turn, when in fact he can be used 7 times per turn. How are we to make better use of his ability? Enter Spare Hood and Cloak. The cloak allows you to convert his readying into other heroes' readying.

There are many heroes that benefit from being able to exhaust multiple times a round. I've chosen Denethor for this deck. Denethor can continue to dig through the encounter deck as long as he has readying effects. With just the 3 Unexpected Courage allows him to sort through up to 4 cards, often allowing yourself to repeatedly set up the easiest cards to come out of the encounter deck.

Forlong's Cloakroom is at Denethor's disposal if you've already exhausted your Unexpected Courages and still want to dig some more. Alternatively, you can ready him for defense (after setting up a nice shadow card), and use Protector of Lórien with Elven-light to boost his defense and draw cards.

Spare Hood and Cloak has more versatility than just readying Denethor of course. You could ready Faramir to use his ability multiple times, or you could send a cloak across the table to ready a strong hero. You could then play Cram or Lembas on that hero at a later time so they can easily send the cloak back to you.

Now, what if you exhausted Denethor just once and already found a nice encounter card? Well, you can use all his extra exhausts from Unexpected Courage to return the cloaks back to Forlong's Cloakroom, to be used again later on a rainy day!
