This is a one of a pair of thematic decks for the Battle of Pelennor fields (clean victory after some tweaking).
Yes, Merry and Pippin aren't the best heroes for an enemy-heavy quest, but that was part of the challenge (the Esquire boons motivated this decision a lot). Gandalf helps you set up an ally for stage 2, otherwise you are trying to get him all his toys as usual.
Dúnedain Marks go on your partner's Éomer to give him just a bit more , the Unexpected Courages go either on Beregond or Éomer, depending on your situation.
Elladan or Elrohir are your stage 4 reinforcements (you are usually going to have the other twin ready in play or in hand), which is an immensely satisfying drop.
