Classic ally leaves play build designed to gain value through chump blocking. Balin grants access to King Under the Mountain to keep the chumps flowing. His ability can also help mitigate nasty anti chump shadows. Steward of Gondor could be subbed out. It can be useful to play on Éomer but isn't essential. Vassal of the Windlord can be exchanged for Dúnedain Hunter depending on the quest.

Interesting deck. I sometimes thought something similar, but for unknown reasons i still don't have. You have just inspired me. I might build something with same heroes.
