I'm excited to finally be continuing my solo progression series!
The joke here is to use Thalin to negate Surge on Eastern Crows both on quest reveal and in resolving the effect of quest phase 1B. Pretty sure it works! He won't hit Ravenous Hawks that pop in off that effect, though. The extra willpower from Théoden makes questing with just Thalin and Merry in the early turns viable while developing your board and killing enemies with Theoden. The Foe-hammer engine is quite inconsistent but there's nothing better out there for Tactics.
Some miscellaneous notes: It's disappointing that Spear of the Mark is just worse than Dagger of Westernesse since Theoden should really be rocking those. Use Halfling Determination aggressively to clear locations, as location lock is your most likely loss condition. Don't forget how awesome Merry's ability is if enemies start to pile up. Don't forget to quest with any unneeded allies regardless of willpower in the late game to avoid losses to Pursued by Shadows. Use resources on Thalin and Merry first, leaving one or two on Theoden, to avoid unexpected exhaustion from Old Wives' Tales.
Your Thalin trick works. Not with stage two's forced effect, though.
