The main goal here is to attack the enemies directly in staging area thanks to the ability of Dúnhere . So, keep the threat low and use the various attack boosting on him. The brothers are here to provide a good versatility in term of questing and defense: normally you con quest with both of them, because you don't have to deal with many engaged enemies. Other allies are usually for increase the questing ability. Use Gandalf mostly for draw cards, that sometimes could be a bit slowly. Steward of Gondor on Dunhere, unless you have in hand many leadership cards.
Mulligan is not so mandatory, basically you need Steward of Gondor or threat reduction or card draw and it is ok.
