I definitely like the The Muster of Rohan concept. Have you considered using Éomund and Ride to Ruin in order to achieve the same effect as Steed of the Mark? Also, you could consider swapping out a copy of Steed of the Mark with a copy of Windfola if you have access to that card.
If all goes right you could end up with everyone questing -> Ride to Ruin on Éomund -> every hero ready for Charge of the Rohirrim and every ally ready for attacking and defending.
Just a thought. In any case you have what looks like a very fun deck!
