The three heroes are the main force in this deck. With their abilities and Light of Valinor they can be ready most of the time when needed. The allies are for support and questing.
Sub in West Road Traveller for Arwen Undómiel when Arwen is an adventure Ally Objective (Redhorn Gate, Road to Rivendell).
Total card cost is still too high really and there aren't quite enough allies - it needs more low-cost non- allies with ok , and there aren't many of them up to the end of the Dwarrowdelf Cycle. Maybe it needs Song of Travel on Elladan to spread the cost of paying for cards.
Parting Gifts is for taking resources (with permission!) from the player with Steward of Gondor, assuming they use it on a hero.
I've toyed with removing Dwarven Tomb but it is useful in conjunction with Zigil Miner, and I always end up using it. When using Zigil Miner blind, "1" is usually the right number to call.
Shadow of the Past was mainly added for "Lost" tests in The Long Dark, where it could even help to have two in the deck. It could be replaced, maybe with another Snowbourn Scout.
