Ok, so this one is a little odd, but I wanted to make a Gandalf deck that didn't rely on Elrond/Vilya. Also, I've been trying to come up with new ways to equip Théoden with Herugrim and Golden Shield. So, why not let Storm-crow help the old king breathe the free air? (Merry's just along for the ride to reduce threat and be a good esquire/sword-thain).
Getting those tactics cards into play requires a song or a pipe, so keep an eye out for them. Use Gamling to his fullest ability to recycle those useful Rohan allies.
I can't seem to make a Gandalf deck without his favorite cordial, but this time Miruvor is good for giving Theoden a ready and a willpower boost for his sword and shield. It's also pretty handy for smoothing resources (à la http://ringsdb.com/decklist/view/1925/pass-the-bottle-round-me-boys-1.0).
