This is the deck I built using the Elves of Lorien stater deck cards and a single core set to play Journey Along the Anduin.

I wanted access to but unfortunately the only heroes in the game with the cardpool I am using have high threat. I went with Gimli because he has 2 and can get powered up to help destroy the Hill Troll.
Ideally, get a weapon on Haldir of Lórien and then start damaging the Hill Troll in the staging area. However, you will most likely need to engage the low threat enemies in this quest and that will turn off Haldir's ability in addition to needing him to kill whatever you just engaged.
Your starting will be your first obstacle to overcome. As I say in this video, this is a worst version of the Starter Deck, but I think in a multi-player game it would do very well. Have Celeborn across the table boosting your slivans as they enter play, the other player could also give you O Lórien! to help with the cost of the allies.
