if you play alone, Lothíriel con only use Envoy of Pelargir with her ability. if you do not know if eomer is on the table i would include more gondor-allies (or noble).

Sorry, just noticed this comment, and not sure how to respond directly. This deck is designed to play alongside a deck that is using Eomer. It has worked well so far!

I guess it was meant to be "if Eomer is NOT on the table" and he just forgot the "not".
