This is an RCO deck built with only cards from the revised core, Two Towers saga expansion, and Riders of Rohan Starter. The sideboard includes cards from the rest of the RCO that may be worth considering during deckbuilding as you expand your card pool.
Rohan isn't the strongest archetype in the revised card pool, but it can do fine against most quests and be fun to play.
Éomer is the attack engine for this deck, hitting for 7 with Firefoot and War Axe, or 9 after a Rohan ally leaves play. Be sure to attack solo against weak enemies do that Firefoot's trample can deal direct damage to enemies with higher .
Lothíriel is the heart of that engine for this deck, but you'll want to get Horn of the Mark on her as soon as possible to let you draw back into your questing allies. She'll allow you to get multiple uses out of Westfold Horse-breeder until you can dig out your heroes' mounts.
Théoden discounts any allies that you want to have stick around, and once he has Snowmane and Herugrim, he can add some firepower.
