A try to make a deck with one of the blue wizard without the other.
Main goal here is to use Emissary of the East to quest as much as possible.
We use Gandalf for Narya and so access to stewart of Gondor and possibility to play some Harad ally which will participate to Emissary of the east.
Winning Intruders of chetwood by putting only progress token with Emissary of east is quite fun !
i rate the baseidea as interesting.
but... ;)
i think to go into harad-theme, Kahliel is mandatory. yes, Pallando is a great addition, and even more themefull than the not in tolkien ever mentioned Kahliel but to make most of that tribe/trait (harad)
so if yu do not have any special things that get benefit of 2 wizard, i would take Alatar and Kahliel for a 2-hero-fellowship supporting the harad + easterling traits.
yes Gandalf is great in nearly every deck, but here, specially with the clunky combo with Narya needed to gain Steward of Gondor it seems not very effective to me.
and to make it a good deck, it is worth considering the whole Alep-stuff, saying At the End of All Things if playing with 2 heroes and/or Rods of the Five
