Get Elrond's Counsel or The Galadhrim's Greeting in your hand to start. A few allies would also be helpful. Most importantly though, get Wizard Pipe and Steward of Gondor. Use Wizard Pipe to switch the top card of your deck with a card in your hand, which lets you buy that card with Gandalf, so it doesn't matter what sphere it is.
