SETUP: use Thurindir power to pick up The Storm Comes.

FIRST ROUND: play the side quest and quest with Éowyn and Thurindir and (but it's dangerous) also Gandalf. with 9 , you are pretty sure that the side quest will be defeated (except if there is an active location in play). In the first round don't use too much resources or don't use them at all

SECOND ROUND, STORM MODE ON: congratulation, now you are in the storm mode. use your heroes resources to play powerful allies or buff gandalf with his stuff

And no resource acceleration. With all of those bomb allies I would put in some form of that or at least make elf-stone a three-of.
