This is an unoptimized deck that has mostly been taylored towards fun shenanigans and using a variety of cards from a rather limited card pool. Thematically speaking, it aims at simulating a light scout party, and is mostly geared towards location control and questing, combat being handled in more indirect manners. It has especially been made for the island-based Dreamchaser quests and the first two quests of the Wilds of Rhovanion box, which are basically "location control : the game."

Bard son of Brand is the heart of the deck, thanks to his passive ability that enables to play non-spirit/lore attachments. The main target for these attachments is the North Realm Lookout, which should ideally receive Map of Rhovanion and Bow of Yew : this combination makes it a two willpower quester that remains free for attacks that always inflict one damage to the enemy. Argalad has been included mostly for sheer shenanigans value, with his action that will mostly be used to damage enemies outside of combat : he is the primary target for Dwarven Axe and Unexpected Courage. Lanwyn is mostly here for two things : her Dale and Scout traits, and her 3 attack. Her interaction with surge is nice (and triggers very often in some quests) but it's mostly just a nice bonus here - with attachments and surge she can potentially quest for 8 alone. Hauberk of Mail is generally going to be used on Bard, or on a Northern Lookout for chump blocking. The North Realm Lookout synergy is the main reason for the presence of Heed the Dream here.

Aside from attachment shenanigans, another mechanic being used here is the one that revolves around the Scout trait. Overall this deck is really, really geared towards questing, and most of the questers are going to have the scout traits : hence the use of Scouting Party becomes not only reasonable but actually interesting. It's mostly useful to bypass huge enemy groups at the end of quests, or when you really, really need to go through a stage.

Combat is a bit shoddy with this deck, and is mostly indirect. When allies are set up heroes can be used for combat (especially once SĂșlien is in play and the North Realm Lookouts are ready and equipped) but otherwise, it mostly relies on traps and healing with Ioreth.

Why Dwarven Axe and not Bow of the Galadhrim for Argalad? Also Light of Valinor could be useful for him.

For the very simple reason that at present I do not have these cards, otherwise yes, I would get rid of Dwarven Axe for them. (The Ringmaker cycle is actually next on my shopping list.)
